Special General Meeting (SGM) Organizing Unit: IEEE Student Branch – University of Sri Jayewardenepura Date: 21 September 2025 Time: 9.05 PM – 10.00 PM Venue: Zoom Platform Presiding Officer: Mr. Haritha Madanayake (Chairperson) Purpose of Meeting: To discuss and adopt the Financial Process Article for the Student Branch Constitution and to finalize related constitutional alignments required for bank submission. Key Discussion Outcomes Agreement to standardize the terminology “Branch Counselor (Senior Treasurer)” across the constitution. Minor wording alignment to Article V Section 2 approved. Adoption of Article XI – Financial Process, including: Single official bank account operated by Junior Treasurer under supervision of Senior Treasurer Two-signatory rule: Senior Treasurer + one of Junior Treasurer / Chairperson / Secretary Withdrawals limited to reimbursements and vendor payments with documentation Processing period: within 5 working days upon complete documentation Weekly passbook update and collaborative financial record maintenance Quarterly financial reporting + Annual audited financial report Resolutions Passed Adoption of Article XI – Financial Process Approval of wording alignment to Article V Section 2 Approval of Bank Mandate – Single bank account + two-signatory requirement Approval of Financial Transparency Framework – timelines & reporting Submission Approval – Minutes + Annexures + signature mandate to bank All resolutions were unanimously approved.
